the first one shouldn't have a comma in 1983 because it is a year.
2 :
No comman after bright room 1004 Racine, No comma after flight (I believe that A.M. should be capitalized, but I have seen it both ways.)

The memorial was dedicated on November 13, 1982—not 1,983. - There is no comma in the 1983, because thats a year not a number... We played in the Hoosier Dome in Indianapolis, Indiana. - This one is right... I cited an article in the May 8, 1999, Wall Street Journal. - No comma after 1999... Carl sent Diana a dozen bright, red, long-stem roses. - I think this one is right, otherwise the comma after red is wrong... He buys most of his clothes in a store for big, tall men. - Right... Our enrollment for 1999, 1,884; for 2000, 2040. - Not sure... Where is the request for books and supplies for room 1,004? - Is it room 1004? Policy #HP294,873 took effect on September 20, 1999. - Right... Della and Eldon Simms paid $129,000 for their new condo. - Right... Dry cleaning list: 1 suit, 2 jackets, 3 pants, 2 sweaters. - Right except there should be a 'and' before the 2 sweaters... Golden Rule: Do unto others as you would have them do unto you. - right... I quote Jean Racine; “Innocence has nothing to dread.†- Right... Glynda asked me to meet her 2:15 p.m. flight, at JFK Airport. - I dont think you need the comma after flight... Ten o’clock I the morning is the same as 10:00a.m. - Right...

Carl sent Diana a dozen bright red, long-stem roses. ("Bright" describes red) Golden Rule: Do unto others as you would have them do unto you. I quote Jean Racine: “Innocence has nothing to dread.†(A colon announces a quote, not a semicolon) Glynda asked me to meet her 2:15 p.m. flight at JFK Airport. (That comma was unnecessary.) Edited to add: Oops, I missed #1. 1983 is a year--no comma.

No comma in 1983. Hoosier Dome looks OK. Wall Street Journal sentence is fine. You could take all the commas out of the rose sentence and it would be OK. BTW, tell your teacher they are "long-stemmed" roses and they need a hyphen, just as I wrote it. Usually it's big OR tall men. If they're talking about large, tall men, then this is OK. Put a colon after 1999 and again after 2000. But it's a crappy way to do it. No comma for room 1004. HP sentence is OK. Condo sentence OK. Dry cleaning OK, unless you want semicolons between the items. I don't think that's necessary. It's not a sentence; it's just a list. Golden Rule OK. I thought maybe a comma after Racine, but I think a colon would be better. No comma after flight. Put a space between 10:00 and a.m. This is not a very good or useful assignment, in my opinion.

When you are writing a year there should be no comma e.g. 1,983 should be 1989 if it refers to a year. when dealing with numbers into the thousands, a comm should be used, therefore one thousand eight hundred and eighty four should be written as 1,884. There doesn't really need to be a comma between flight and JFK airport as a comma merely indicates a slight pause and when speaking that sentance aloud , you prbably wouldn't pause there. And for the last one, it should probably be ten o'clock IN the morning etc. Otherwise fine.

Carl sent Diana a dozen bright red long-stem roses. (bright is describing the "red", not the roses, so you don't need the extra commas) He buys most of his clothes in a store for big, tall men. (you can also say "big and tall") Our enrollment for 1999, 1,884; for 2000, 2,040. (you can use the comma for thousands or not, but don't mix it) Where is the request for books and supplies for room 1004? (room numbers generally don't have the commas) Policy #HP294873 took effect on September 20, 1999. Della and Eldon Simms paid $129,000 for their new condo. Our enrollment for 1999: 1,884; for 2000: 2040. I would put colons here instead of commas. The rest look good to me.
